In 2002 the Eckerd Family Foundation (EFF) allocated $224,250 to eleven youth-serving agencies in the greater Tampa Bay area for a new scholarship program. Prior to doing so, EFF had entered into discussion with many of its grantees about the possibility of providing flexible support to youth. The grantees made numerous suggestions. EFF then invited the agencies to participate in a new program. EFF asked each agency to develop an internal procedure to identify and screen youth who could then receive a flexible scholarship.
