Appropriate Punishment: Civil Citations for Juvenile Misbehavior

Too many misbehaving children are being treated like criminals, resulting in serious consequences for their future lives. The Eckerd Family Foundation supports taking a new look at this disturbing trend and urges the implementation of an innovative approach called “civil citations.” Learn more about this promising practice and why it makes sense.
